Proposal Manager (Associate Consultant)

Key Solutions, Inc. (KSI) seeks an Associate Consultant to provide our government contracting clients with expert proposal management support. To apply for this role, you must have at least ten years of experience managing government proposals. On a project-by-project basis, the Proposal Manager will be responsible for overall leadership, management, and direction of the range of activities associated with the proposal development process from pre-RFP to final production, in close conjunction with our clients. The ideal candidate can be “dual-hatted” as a manager and writer on smaller proposals.

*Note: This is a 1099 Associate Consultant position, not a full-time role. Proposal work will be contracted between the Associate Consultant and KSI on a project-by-project basis.

Responsibilities:

  • Collaborate closely with client representatives throughout the proposal process to ensure clients are satisfied with the quality of proposal work
  • Assist capture managers in developing the strategy, win themes, competitive analysis, or gap analysis associated with a given proposal
  • Lead the preparation and delivery of all proposal volumes and other required proposal deliverables.
  • Prepare a detailed proposal outline and define the proposal schedule from kickoff to final production
  • Run all proposal meetings, including kickoffs, daily stand-ups, and color team reviews
  • Delegate responsibilities and resources to proposal personnel
  • Integrate the efforts of all involved Technical, Management, Contracts, Pricing, and Business staff with Proposal Team staff, and of Proposal Team staff with Production staff
  • Issue effective proposal instructions and memoranda to proposal team staff
  • Control implementation of proposal strategy, including themes, discriminators, proof points, and ghost implementation
  • Write or assist with writing persuasive proposal sections, including management plans, past performance, technical approach, and resumes
  • Interview SMEs with the ability to turn complex technical information into proposal prose
  • Engage in other responsibilities as identified by KSI or clients
  • Assist with internal KSI tasks or projects of your choosing during gaps in support of client proposals

Qualifications:

  • Must have at least ten years of experience managing Government proposals
  • History of successful proposals worked across Government agencies and a deep understanding of the logistics and operations of complex proposals
  • Knowledgeable in business development and the Federal procurement processes
  • Strong ability to organize material, rapidly assimilate information and provide guidance and direction to proposal teams
  • Demonstrated leadership skills and a commanding presence; excellent interpersonal and team skills
  • Strong oral and written communication skills, ability to multitask, work independently and be a self-starter
  • Bachelor’s degree or an equivalent proven record of successful business development, capture management, and/or proposal management experience
  • Expert usage of MS Office products, including Word, Excel, PowerPoint, and SharePoint
  • This is a mostly remote work environment. However, if KSI or a client requires your presence in person, you must be able to visit their offices in the D.C. area and/or travel as needed
  • Proposals sometimes require long or unusual hours based on the volume of work

Solution Architect (Associate Consultant)

The Solution Architect must be able to design, describe, and manage the solution. They will also be involved in the proposal development phase to ensure the solution, approach, and all the relevant details are incorporated accurately into the proposal.

  • Lead overall solution and deliverability
  • Work with clients in confirming solutions
  • Manage and collaborate with various stakeholders, including the Proposal Team, the Solution Architect Team, the Security and Risk Team, etc. as needed

Pricing Analyst (Associate Consultant)

Key Solutions seeks an Associate Consultant with at least eight years of experience developing price-to-win analyses and recommendations. As a Pricing Analyst, you will provide pricing support on our clients’ Government proposals. The Pricing Analyst will coordinate cost estimating and pricing activities to ensure that projects are accurately estimated and can be implemented within contract and funding limits.

Responsibilities

  • Work with our clients on proposals to gather pricing inputs and requirements to develop a winning price strategy
  • Evaluate requests for proposals and provide pricing solutions, strategy, and competitive assessments/price-to-win as needed
  • Develop cost models and narratives for various contract types in response to requests for proposals
  • Ensure compliance and competitive pricing

Qualifications 

  • At least eight years of experience in developing price-to-win analyses and recommendations
  • A bachelor’s degree or higher, preferably in Accounting, Finance, Economics, or Business
  • Ability to work independently in developing pricing models and deliverables
  • Proficient in MS Office Excel for developing models and using advanced formulas
  • Strong organizational, verbal, written, and analytical skills
  • Ability to apply Government contracting regulations, including the FAR, DFAR and CAS
  • Knowledge of the proposal development process

  • Minimum of eight years of experience in desktop publishing and editing, with a focus on Government proposals
  • Proficiency in Microsoft Office Suite, Adobe, and other relevant tools

How Soon Can I Start Client Work?

Once you apply for an Associate Consultant role, your information is entered into our system. If your experience and credentials meet KSI criteria, a team member will contact you to schedule a call. This call’s purpose is to meet and find out your project sweet spots, rates, preferences, and more. This helps us match you to the right clients and work. The more you work with KSI, the better we can match you with clients looking for exactly what you offer.

What is the Expertise Level Needed to Work as an Associate Consultant?

The KSI Associate Team are professionals with direct subject matter and proposal development experience and expertise. Because our clients expect us to ramp up and acclimate to projects quickly, we do not recruit junior professionals. The ideal Associate Consultant must have at least eight years of experience in their field and be able to adjust to a client’s systems and processes. Alternatively, they may be expected to use their market knowledge, subject matter, or proposal expertise to assist the client in establishing processes.

What is the difference between an Associate Consultant and a full-time employee?

Our Associate Consultant roles are 1099 positions. They are not full-time employees and, therefore, do not receive benefits. Joining the Associate team is perfect for experienced bid and proposal professionals who want to select their projects, create their schedules, and receive payment for every hour of billable work. It can be a highly rewarding and lucrative role.

Who Handles My Questions or Concerns?

You will always have the full support of the KSI Account Management team. They handle all project scoping, invoicing, and client account management. You will never be expected to address questions or issues outside the scope of your subject matter or proposal role. Your Account Manager will check in on you and your client weekly to ensure the project runs efficiently.

How Does KSI Select Consultants?

Your success is our success, which is why we curate our Associate Consultant network based on our quality standards. Our team reviews all consultants when they apply, and regularly to determine their good standing with clients. Furthermore, all Associate Consultants who join our network receive final approval from our CEO.
